Unemployment Insurance is a federal-state program, based on federal law, but executed through state law. Employers finance the UI program by tax contributions. In California, the EDD administers the UI program according to guidelines established by the UI Code and the California Code of Regulations, Title 22. The UI program benefits the individual and the local community. Payments made directly to the individual ensure that at least some of life's necessities such as food, shelter and clothing can be met while looking for work. For the most part UI benefits are spent in the local community, which helps sustain the economic well being of local businesses. Are You Having Trouble Getting Through to a Claims TeleCenter? The Claims TeleCenters are currently open from 6:00 AM to 7:30 PM Monday through Friday, except for state holidays . For faster service, please call before 8:00 AM or after 5:00 PM. Currently, the volume of calls is smaller before 10:00 AM , and after 4:00 PM. Monday and Tuesday are our busiest days -- you can also wait and call later in the week. South Dakota's unemployment insurance program is financed by employers through payroll taxes, workers do not contribute to this plan. Unemployment insurance (UI) services are provided through the following sections: UI Benefits The UI Benefits section provides a temporary source of income to qualified individuals while they look for work. To qualify for benefits, they must have worked for an employer who was required to pay the UI tax. Congress recently passed Temporary Extended Unemployment Compensation (TEUC) benefits program. These benefits are available until December 28, 2002. To be eligible you must: Have had a claim after March 15, 2001 or later and; Have exhausted unemployment benefits or not have enough qualifying wages to start a new claim, and; Currently be unemployed or underemployed Notices have been mailed to all individuals potentially eligible for TEUC benefits. If you have not received a notice and believe you are potentially eligible, please call our Telephone Claim Center at 1-800-309-4232 Monday-Friday, 8:00 AM throught 4:30 PM. UI Tax The UI Tax Unit is responsible for identifying and registering subject employers, ensuring wage reports are filed so benefit eligibility can be established, collecting taxes due, and auditing employer records for compliance. SD New Hire Reporting Center The New Hire Reporting Center collects reports on newly hired employees, as required by the Personal Responsibility and Work Opportunity Act of 1996 and South Dakota Codified Law 25-7A-3.3. The reports are mainly used to match against child support records to locate parents and establish or enforce child support orders. UI Overpayments The UI Overpayment and Fraud Unit's Mission is to promote program integrity through prevention, detection, investigation, recovery, and prosecution of overpayments and fraud. Unemployment Insurance forms are now available in Adobe .pdf format. This format will allow you to view sample forms.
