Although I can agree that they are not the cheapest, I enjoy booking at my local store and have not got time to be looking all over the place for a slightly cheaper policy. I had purchased the holiday and insurance through the shop at the same time. The deal was Free Basic Insurance, and I paid just an additional £20 or so for their best policy - Gold with nill excess.
Last Summer, I was ill on holiday and had to stay on in my hotel overseas. My Thomson rep was brilliant and I was finally allowed to fly home after an additional 7 days. When I arrived home, I completed the claims forms and had a cheque on my doorstep within 10 days, which covered the costs that I had paid. Also, with the insurance that I had purchased, not only did they pay, they also did not deduct an excess.
Just goes to show that you only really appreciate good insurance when you need to claim on it.

One of the cheapest travel insurance companies I have found on the Internet, www.leadedge.co.uk.
Company Background
Established 1997, Leading Edge Travel Insurance Services is the Sister Company of Worldwide Travel Insurance Services Ltd. Policies are underwritten by Lloyd?s of London.
Leading Edge offers online travel insurance, for:
one-trip- from 1 - 94 days
backpacker- from 2 - 18 months
multi-trip- up to 31 days each trip
Price examples:
~ 1 day for Europe - £4.00
~ 9 days for Europe - £10.00 Worldwide - £23.00
~ 17 days for Europe - £11.00 Worldwide - £25.00
~ 31 days for Europe - £17.00 Worldwide - £33.00
Leading Edge offers a fast simple service, if you like the price and the policy details meet your travel insurance criteria, buying the policy is just a matter of completing an online form. Once you have completed and submitted your details, you will a few minutes later receive an email containing, your travel insurance policy number, policy details, legal wording and ABI code of practice. If you wish to take the policy with you abroad, you just need to print a copy from the email. And because this procedure only takes a few minutes, they highly recommend it to last minute travellers as they can sell insurance right up to the minute of departure.
To be able to buy a policy from Leading Edge you must be able to receive the policy by e-mail or fax, so it is essential you provide the correct e-mail address.
My opinion:
I?ve used this company many times, without any problem. My recent purchase was for a one-day trip, to the cost of a whopping £4! My policy includes: Personal liability, catastrophe cover, legal expenses, loss of passport, personal money & baggage, personal accident, hospital benefit, emergency medical, repatriation and associated expenses. Although I have never needed to make a claim so I cannot comment on that side of their service.
Overall:
I know a few people that have gone away without insurance, one needing hospital treatment, which ran into hundreds of pounds. Now I always buy some before I go abroad. And being such an online bargain hunter, this so far seems to be the cheapest price policies, for the most cover.

Introduction
Treasury is reviewing the
departmental insurance and risk management regime that has operated since
1990.
Treasury is investigating whether shared services or other cooperative
arrangements in departmental insurance and risk management could deliver
better value for money than the current departmental insurance and risk
management regime. We have entitled the overall project Crown-Wide
Insurance and Risk Management (CWIRM).
In Phase I of the project, under the rubric of shared services, Treasury commissioned Sloan Risk Management
Services to review the current regime. Sloan concluded that the weight of
the evidence compelled the Crown to explore alternatives to the current
regime.
In Phase II of the project, Treasury commissioned Aon Partners
Australia to evaluate alternatives to the current regime. Treasury
concluded that the Crown should not set up a shared-service scheme (such
as a managed fund or a captive insurer) for departmental property and
liability risks right now.
Phase III of the project is now underway. Treasury will investigate
with two departments whether the Crown can craft individual self-insurance
arrangements that deliver better value-for-money than the current regime.
Treasury will investigate with other departments whether the Crown can set
up cooperative arrangements in aviation liability or travel insurance that
deliver better value-for-money than the current regime. And Treasury will
investigate alternative ways to measure and manage departmental earthquake
risk.

Phase II Documents
In Phase II of the project, Treasury concluded that the Crown should
not set up a shared-service scheme for departmental property and liability
risks right now. The Treasury is releasing its paper on Phase II of
the Departmental Insurance Review, which includes its plans for future
work on departmental insurance.
