If an individual is eligible for COBRA or state-mandated
continuation, the individual is not eligible for Pool coverage until the
scheduled termination of such COBRA or continuation coverage, even if it was not elected by the individual.
Applications are accepted up to 60 days prior to the scheduled termination date.

The Children's Health Insurance Program (CHIP) is a national
program designed for families who earn too much money to qualify
for Medicaid, yet cannot afford commercial insurance. The State of
Texas developed TexCare
Partnership to raise awareness of new children's health
insurance options and to help Texas families obtain affordable
coverage for their uninsured children (ages 0-19).
TexCare Partnership offers a comprehensive benefits package
with a full range of coverage, including regular checkups,
immunizations, prescription drugs, eyeglasses, lab tests, X-rays,
hospital visits, dental care and mental health care - from a
broad choice of doctors. For additional information or to apply

Texas Hospital Discharge Data
THCIC is preparing to release a hospital level report on 25 Inpatient Quality Indicators. Hospitals included in the report can review the technical documentation beginning April 15 and can review and comment on the report during a 60-day review period beginning April 22.
The Texas Health Care Information Council has released data on discharges from Texas hospitals during first quarter 2001, both statewide and by region . The CDs are now available for shipping. Public Use Data Files containing data on hospital discharges in 1999 and 2000 are also available.

A Research Data File can be requested by individuals and organizations, including universities and government agencies. In addition to the data elements in the PUDF, the research file can include additional data elements from the Hospital Discharge Data. The data elements required for proposed research and a description of the intended use of the data is reviewed by the Council's Scientific Review Panel (SRP) and approved or denied.

The CHIP program provides children who qualify with comprehensive benefits and access to physicians for preventive care and regular check ups. The CHIP Coalition, along with many legislators, worked very hard during the 76th (1999) legislative session to make sure that a strong CHIP program was developed by Texas covering as many kids as possible. Today, we are engaged in making sure funding remains adequate for this highly successful program. Visit our "In the News" page for background. In the 77th legislative session (2001), we worked hard to simplify Medicaid's application and re-certification process so it more closely resembles the CHIP process. Continue to check this site for information on the implementation of that legislation. This site is supported by the Texas CHIP Coalition comprised of more than 80 statewide and local organizations working to improve the health of children in Texas. We meet monthly in Austin, TX.
