May 9 --Missouri, four other states seek to recoup losses on
Frankel insurers from Vatican, bank, others
Scott B. Lakin of Missouri joined insurance receivers from four other
states in a federal court claim that accused the Vatican, a high-ranking
church official and a church foundation of participating in a money-laundering
scheme operated by banned securities trader Martin Frankel.
The complaint alleges the Vatican entities agreed to establish accounts
at its bank to conceal that Frankel would control insurance companies
purchased with the funds. From 1990 to 1999, Frankel looted those proceeds
from seven insurers he bought, including International Financial Services
Life Insurance Co.; Lakin serves as receiver of that insolvent company,
which was domiciled in Missouri, but operated from Tennessee.
In a related lawsuit, the five states' receivers alleged a Swiss bank
and one of its officers laundered more than $200 million of looted insurance
company money as part of Frankel's scheme. The petitions were filed
under federal racketeering statutes, which allow for treble damages.
Missouri's Lakin and the other receivers are required by state laws
to minimize losses to policyholders and taxpayers from Frankel's activities.
Frankel and many associates already face federal criminal charges in
Connecticut.

May 2 --Gov. Bob Holden announced today that Unitrin Inc. has
agreed to pay thousands of its life and accident insurance policyholders
in Missouri part of a $34 million national settlement because it charged
racially discriminatory prices and failed to pay off multiple policies.
Because of its treatment of largely minority policyholders, Unitrin
also will pay $1.2 million in fines to states nationwide, including
$108,044 to Missouri's school textbook fund, Department of Insurance
Director Scott B. Lakin said. Find

Missouri SenioRx --The
cost of prescription drugs is rising rapidly, and senior citizens are
at risk because Medicare does not reimburse these expenses. The Missouri
SenioRx Program is a new program to assist seniors with these costs.
Interested seniors can begin the application process and learn more
about the program at http://www.missouriseniorx.com .
For those already age 65, the deadline for applying this year is May
30, 2002. Those who turn 65 later can apply at that time. Eligible seniors
can start using their Missouri SenioRx Card at participating pharmacies
July 1, 2002.

The Missouri House on April 18 passed its version of HB 1502 that
would prohibit, in most cases, the use of credit scores as the sole
reason for denying coverage or refusing to renew a policy. The bill,
however, does allow insurers to use credit scores, solely or in combination
with other factors, to raise rates, and it does permit the use of
credit scoring as the primary reason for denying coverage. The bill
now goes to the Missouri Senate.

The State Planning Grant (SPG) project at the Texas Department
of Insurance is developing a statewide plan to significantly reduce
the number of Texans without health insurance. The study is funded
by a one-year Federal grant authorized by the Health Resources and
Services Administration.
Texas has already experienced significant success in reducing the
number of uninsured in the state through both public and private
programs:
More than 382,000 children have enrolled in TexCare Partnership,
Texas' Children's Health Insurance Program (CHIP).
The Texas Health Insurance Risk Pool has provided health insurance
benefits to more than 14,000 Texans with illnesses or chronic
health conditions.
The number of small employers offering health insurance has
more than doubled as a result of reforms enacted by the Texas
Legislature.
Measures just adopted in 2001 by the 77th Texas Legislature
will make it easier for eligible Texans to enroll in the state's
Medicaid program.
However, many Texans still lack health insurance. The SPG project
seeks to create a comprehensive, consensus-based plan that will
bring Texas to the next level of health care coverage.
