What is EPIC?
EPIC is a New York State sponsored prescription plan for senior citizens who need help paying for their prescriptions. Over 270,000 seniors already belong and are saving over half the cost of their medicines.
Last year, legislation was passed that significantly enhanced the EPIC program. Income limits were increased, copayments for prescriptions were lowered, quarterly fees were reduced for low and moderate income seniors, and a new deductible plan was added for higher income seniors. These changes began January 1, 2001.
Who can join?
New York State residents can join EPIC if they are 65 or older, and have an annual income of $35,000 or less if single, or $50,000 or less if married.
Seniors who receive full Medicaid benefits or have other prescription coverage that is better than EPIC are not eligible for EPIC benefits.
How does EPIC work?
EPIC is a cost sharing program. Seniors with moderate incomes pay a low quarterly fee, and participate in the Fee Plan . Seniors with higher incomes meet an annual deductible , and participate in the Deductible Plan . Those who pay a fee or meet their deductible make a copayment at the pharmacy when purchasing prescriptions.
Fee Plan
Single seniors with income up to $20,000 and married seniors with income up to $26,000 are eligible for the Fee Plan; the cost to join this plan is based on annual income. Seniors may pay their annual fee in quarterly installments.

Deductible Plan
The Deductible plan is available to single seniors with income between $20,001 and $35,000, and married seniors with income between $26,001 and $50,000. This plan is designed to help seniors with high drug costs. There is no fee to join the Deductible Plan. Those enrolled pay full price for their prescriptions until they meet an annual deductible which is also based on income. There is no need to send in receipts; EPIC automatically keeps track of how much deductible enrollees have spent at the pharmacy. After the deductible is met, these enrollees save more than half of their prescription costs for the rest of the year.

What drugs are covered?
Almost all prescription medicines are covered, as well as insulin, and insulin syringes and needles. Both brand name and less expensive generic drugs are included. Enrollees can buy up to 100 tablets, or a 30-day supply at a time.

The State of New York is committed to
quality health care for all of its residents. Recently, Governor George Pataki proposed,
and the Legislature enacted, important legislation that has increased the availability of
comprehensive health insurance coverage for New York's uninsured workers and their
families. The Health Care Reform Act of 2000 introduced a program entitled "Healthy
NY" which promotes access to quality health care by providing comprehensive health
insurance to those citizens who need it most.
Approximately 3.1 million New York residents
are currently uninsured. Due in part to the rising cost of health insurance coverage, many
employers are currently unable to provide health insurance coverage to their employees.
The Healthy NY program is designed to assist small business owners in providing their
employees and their employees' families with the health insurance they need and
deserve. In addition, uninsured workers whose employers do not provide health insurance
may also purchase comprehensive coverage directly through the Healthy NY program.
Overview - Healthy NY Objective
Healthy NY is a unique program designed to
encourage small employers to offer health insurance coverage to their employees,
dependents, and other qualified individuals. It creates a standardized health insurance
benefit package to be offered by all health maintenance organizations that is made more
affordable through State sponsorship, so that more uninsured small employers and uninsured
employed individuals should be able to purchase health insurance coverage.
In January 2001, all HMOs in New York State began to offer a
streamlined, yet comprehensive health insurance benefits package for eligible businesses
with 50 or fewer employees. The State sponsored program includes health benefits that
cover essential health needs including inpatient and outpatient hospital services,
physician services, maternity care, preventative health services, diagnostic and x-ray
services, emergency services, and a limited prescription benefit.
Additionally, Healthy NY created a state-sponsored health
insurance program for eligible working uninsured individuals. With this program, eligible
individuals can purchase the streamlined benefits package that is available to employees
of small businesses participating in the Healthy NY small business insurance program.
Although Healthy NY is available to small employers, sole
proprietors, and uninsured working individuals, each group has its own distinctive set of
eligibility criteria and participation rules. It is suggested when using this site that
you first determine which category you fall into based upon your own personal
circumstance. Once you have identified your category, you may then proceed to the
appropriate heading to review the applicable rules and criteria.

Citizen Action of New York is working to counter these industry pressures and guarantee high quality, affordable health care for all New Yorkers. We're leaders in assuring that patients' rights are enforced and we're working to pass even stronger protections.
For starters, we've developed "A Consumer's Guide to New York's Managed Health Care Bill of Rights." The guide explains how to use the rights and protections that New York grants to health care consumers. Viewing the Guide requires Adobe Acrobat Reader.
Citizen Action is making a difference on other health care issues as well: we took the lead in organizing the grassroots campaign to win enactment of Family Health Plus , a new program of affordable health coverage for 600,000 uninsured adults in New York. Now we're working to expand the program to immigrants and people who make "too much" money - but still can't afford health insurance. We're working to streamline all the public health coverage programs, improve Medicare and address the high cost of prescriptions.

We believe all children deserve a high quality public education, but in New York State, politicians have failed to make the necessary investment in our schools. Citizen Action is part of a new coalition determined to create public schools we can be proud of, and we're working to expand after-school programs that give children and teenagers a safe, positive environment between 3 p.m. and 8 p.m., when many parents work.
Campaign to Protect Consumer Privacy
Your private health and financial information may not be as private as you think. Citizen Action of New York is working to give consumers control over how companies share and sell the financial and health information they've collected about individual consumers.
A new federal law allows banks, insurance companies and stockbrokers to join together as mega financial services corporations. This means, for example, that a bank can now merge with a health insurance company. This change makes it possible for more and bigger conglomerates to have access to personal financial and health information.
Women's Rights at Work
Most women will experience sexual harassment at some time in their work lives. The consequences can be devastating, yet many women are reluctant to seek help. The Women's Rights at Work project tells women in New York about their rights and how to get supportive help.
