Refinance Increase From Previous Week
WASHINGTON, D.C. (January 16) The market
composite index of mortgage loan
applications-a measure of loan purchases
and refinances-for the week ending
January 11 increased 1.9 percent to 581.7
on a seasonally adjusted basis
from 570.7 the previous week, according
to the Weekly Mortgage Applications
Survey of the Mortgage Bankers Association
of America (MBA), which was
released today. On an unadjusted
basis, the application index increased
75.8 percent but was down 18.2 percent
compared to the same week a year
earlier.
The MBA seasonally adjusted Purchase Index
decreased to 348.6 from 375.9 the
previous week. The seasonally adjusted
refinance Index increased to 1937.6
from 1703.7 the previous week. Other
seasonally adjusted index activity
included the Conventional Index, which
increased to 775.3 from 744.1 the
previous week, and the Government Index,
which decreased to 258.8 from 281.0
the previous week.
Refinancing activity represented 54.3 percent
of total applications,
increasing from 50.3 percent the previous
week. The share of ARM activity
increased to 15.6 percent from 14.9 percent
the previous week.
The average contract interest rate for
30-year fixed rate mortgages was 6.76
percent, decreasing from 7.04 the previous
week, with points decreasing to
1.14 from 1.34 the previous week (including
the origination fee) for 80
percent loan-to-value (LTV) ratio loans.
The average contract interest rate for
15-year fixed rate mortgages was 6.28
percent, decreasing from 6.49 the previous
week, with points decreasing to
1.10 from 1.34 the previous week (including
the origination fee) for 80
percent loan-to-value (LTV) ratio loans.
The average contract interest rate for
1-year ARMs was 5.19 percent,
decreasing from 5.22 percent the previous
week, with points decreasing to
1.02 from 1.10 (including the origination
fee) for 80 percent LTV loans.
**SPECIAL NOTES**
The survey covers approximately 40 percent
of all U.S. retail residential
mortgage originations and has been conducted
weekly since 1990. Respondents
include mortgage bankers, commercial banks
and thrifts. Base period for all
indexes is March 16, 1990=100.

Services, Cleveland, has signed four new clients for EasyTrack SM ,
its affordable Internet solution for verifying, tracking and force-placing all
types of insurance for residential and commercial loan servicers.
American
Business Financial Services, Bala Cynwyd, Pa.; Bank of America Capital Markets
Servicing Group, Los Angeles, Calif.; and First Mortgage Corporation,
Diamond Bar, Calif., have completely outsourced their insurance tracking
function to Loan Protector.
EasyTrack SM
identifies the insurance status of all loans, notifies borrowers of
non-compliance and force-places coverage when needed. Loan Protector's tracking office will handle all paper insurance
bills and notices for the three servicers, but each lender will be able to view
all its insurance documents, along with loan-level and portfolio-level
management reports via a secure, 24/7, high-speed Internet connection. Loan
Protector also data enters all the lender's insurance documents, making them
available for instant electronic recall, and provides a customer service call
center for the lender's borrowers.

all hazard insurance bills are paid timely and accurately. What really
impressed me was their ability to implement changes quickly and effectively.
To be able to view all copies of insurance declarations and bills allows our

developed an open architecture system to improve the insurance tracking
process. Our tracking system and our comprehensive management can
substantially increase the level of control an institution has over
insurance."
Not having to enter and store insurance information on
some of the large mainframe based servicing systems can save the servicer a
significant amount of money, added Wiser. In addition, the EasyTrack SM
system offers many more insurance monitoring features than are possible in a
mainframe-based servicing system that must support multiple functions within
a servicer's shop.
"We have the distinct advantage of using the
latest available technology, but we also are able to focus exclusively on the
insurance monitoring needs of the servicer. This allows us to add features
not found in multi-purpose servicing systems," Wiser explained.
For commercial lenders, EasyTrack SM 's
client-server based insurance tracking system manages complex,
multi-collateral, multi-policy and coverage loans. "Commercial mortgages
can have up to 100 or more collateral properties attached to one loan. Each
of these properties must be monitored for insurance status, and multiple
types of insurance such as hazard, flood, liability and business income must
be tracked. Not many databases are properly designed to easily handle such a
complex situation. This is where EasyTrack SM really proves
itself," said Wiser.
The system can also track auto insurance on loans and
auto leases and allows auto and mortgage loans to be tracked in the same
database.

MORTGAGE LOAN INSURANCE The Federal
Housing Administration (FHA) provides insurance on mortgage loans. If the
borrower defaults on the loan, the FHA will repay the loan, but the
borrower no longer has a home. The FHA provides this service in order to
aid those with poor credit history and cannot obtain a decent mortgage
loan. Lenders will prefer borrowers with a clean credit record and so will
offer a good deal on mortgage financing and will offer outrageous mortgage
terms to those with poor credit history. The FHA steps in so that everyone
can have their dream home without financially crippling themselves. The
FHA provides a safety net against defaulters. Private issuers of this type
of insurance are much stricter with their guidelines in terms of the down
payment amounts. If the FHA has insured the mortgage loan, the down
payment required is usually dramatically lower.
The best part about the FHA insured
mortgage loans is that it is transferable. If you sell your home,
the buyer can also reap the benefits of the FHA. The new homeowner can
make payments on the original terms of your loan. If the original mortgage
interest rate is lower than the current rate, then it is an added benefit
for the buyer and the seller because the seller will probably be able to
sell the home more quickly. The lender is responsible for paying the
mortgage insurance, however your monthly payment will increase a little to
reimburse the lender for it. Mortgage insurance can be cancelled according
to the Homeowners Protection Act of 1998:
1. When the ratio of your home's actual
principal balance of the loan to your home's original value equals 80%.
You have the right to cancel it through a written request to the lender.
2. Based on your loan's amortization
schedule (the yearly depreciation/appreciation of the loan amount), if the
ratio of the principal balance to your home's original value equals 78%,
private insurers will automatically cancel the insurance.

insurance are assuming good payment history and that your home's market
value has NOT decreased.
