12, 2002. Baltimore Sun: Transportation advocate Steven
Lakin faults
Annapolis leadership on "head-in-the-sand approach."
Lakin was a strong and effective voice for MTA and allied
groups in the successful repeal of the Maryland inheritance
tax on direct heirs.
May
9, 2002. Zap! You're a union member! The Montgomery County
Council last week approved a measure forcing 2700 part-time
county workers into the Municipal and County Government Employees
Union, according to a story in the Washington
Post by Michael Cottman. County Executive Douglas
M. Duncan is expected to sign the measure.
In a letter
to Council president Stephen Silverman,
Marvin Weinman, president of the Montgomery County Taxpayers
League and MTA Board Member, expressed dismay over the lack
of opportunity for public comment on the bill, and the fact
that the Council did not allow "a democratic vote by
the targeted workers" on union representation. According
to Cottman's article, the estimated cost to County taxpayers
will be $900,000. As Weinman said to the Post: "The
Council declared a victory for the people of the county, but
we've lost an open government and the right of choice. This
is an election year, and at what price is a union endorsement?"
May
7, 2002. Governor approves "historic" tax spending
levels for failed public schools, but nothing for educational
choice. On May 6, Governor Parris Glendening signed into
law the Thornton Commission recommendations (see Baltimore
Sun story), to be paid for by raising cigarette tax
to $1 per pack. Earlier, an Abell
Foundation investigation found no evidence that
certified teachers are better than uncertified ones. As the
Heritage Foundation reported
last year, more money, by itself, won't fix a failing education
system. The governor also approved a bill that gives unions
a nose under the tent on what happens in the classroom, not
just on wages and hours. (See Maryland's signed
and vetoed legislation list .) MTA notes that Maryland
still is swimming at the bottom of the tank on educational
choice: no charter school bill even made it to the Governor's
desk.

teacher bargaining power ( HB
290 / SB
233 ), which eases the nose of the camel of the teacher's
union under the tent of curriculum and teacher assignments.
"Dreadful public policy," says Rocky
Worcester , president of Mayland Business for Responsive
Government.
April
3, 2002. MTA's Essential Health Insurance plea resonates
in mainstream press, but health panel kills HB 939 the next
day. " 'The people who are damaged by this don't
appear in the halls of the state legislature,' says Robert
Moffit, a Heritage Foundation analyst who testified last week
in favor of a Maryland bill that would enable the sale of
a few no-frills, no-mandate health insurance policies. Moffit
calls Annapolis' mandates mongering 'a kind of raw training
in special-interest group politics, ' " writes
the Sun's Jay Hancock.
