The
revised fourth edition booklet gives information on how and where to get
free & low cost prescription drugs. “Many major drug companies
provide free or low cost medication, but rarely publicize the
programs.”, says Gary Nave, director of The Institute. “We’ve
published an A to Z listing of all the drugs that are available to people
without insurance for free or at very low cost directly from the
manufacturer.” Program qualification varies between manufacturers,
usually family incomes ranging from below the national poverty level up
to $50,000.00 annually can qualify. Decisions concerning which
medications are provided and which individuals are accepted into the
programs are made by the various program sponsors. Over Seventy-Five
programs and 1,100 drugs are listed.

You Know How to Ask
WHAT'S
THE BEST KEPT SECRET of the drug business? You can get your medicine free of
charge. Amid the growing furor about rising prescription costs, many patients
and doctors aren't aware that the drug companies themselves give away millions
of dollars worth of drugs each year. And it's not just poor people who qualify.
Although the drug companies won't discuss criteria, patient-advocacy groups say
they have seen families with income of $50,000 or more get free prescriptions.
Most
of the free drug programs require patients to apply through their doctors. In
general, those who qualify are people who earn too much money to get government
assistance but are facing a
financial
pinch because they have high medical costs and don't have insurance coverage for
prescriptions. Patients who have maxed out their annual prescription insurance
may also qualify.
Pharmaceutical
Research and Manufacturers of America, or PhRMA, an industry trade group, said
the nation's drug companies gave away 2.8 million prescriptions (this doesn't
include drug samples) valued at about $500 million in 1998. By comparison, U.S.
prescription drug sales reached $125 billion last year, according to IMS Health.
SOCIAL WORKERS AND patient-advocacy groups say the corporate drug programs are
underutilized, in part because they aren't widely publicized and often require
both patients and doctors to file extensive paperwork. They see the companies
motives as political as well as philanthropic.
Bristol-Myers
Squibb spokesman Patrick Donohue said the company's sales representatives
promote the free drug program to doctors. Like other drug makers, Bristol-Myers
won't disclose its income criteria but said its program is "very
generous" compared with federal programs.
Some
of the drugs the company regularly gives away are the diabetes drug Glucophage,
the cholesterol drug Pravachol, and drugs treating AIDS and cancer. Once
approved, patients receive free drugs for six months, and there's no limit to
how often they can reapply. The typical patient is in the program for about
seven months, says Mr. Donohue.
Glaxo-Wellcome
says its most requested drugs include the antidepressant Wellbutrin, asthma
drugs like Flovent and the heartburn drug Zantac. It accepts applications from
"health-care advocates" such as physicians, nurses, social workers,
clergy and billing clerks. The advocate fills out a form with the patient's
income and insurance information. The advocate can then get approval by phone.
If approved, the application number is activated and the patient can go to a
pharmacy and get a 30-day prescription filled for $5 to $10 co-payment. Once the
form is mailed in, the patient receives another 60-day supply. If more is
needed, the patient must provide further documentation.
Glaxo
won't disclose its requirements, but says income is determined by subtracting
medical expenses, which helps people with even high incomes qualify. The program
only looks at income and expenses and doesn't count assets, which can often
disqualify people from government programs. Last year, the company gave away $28
million in drugs; it fills more than 14,000 free prescriptions each month.
"We
have a lot of people, elderly people, who are very well educated, who have
worked all their lives, but for one reason or another don't qualify for
government programs and just need some help," says Sandy Moulton, director of Glaxo's
patient-assistance and reimbursement programs.
ELI
LILLY SAYS every drug it makes is eligible to be given away. Insulin for
diabetes is one of the most requested. Spokeswoman Joan Todd, however, would
disclose very little about the program. "It is administered through the
doctor, and the criteria are on a case-by-case basis," says Ms. Todd.
Nonetheless, the company last year distributed $113 million of free drugs
through its Lilly Cares program.
The
most poplar drugs requested through that program include Wyeth-Ayerst's
menopause drug
Premarin,
Pfizer's cholesterol-lowering drug Lipitor and blood-pressure drug Norvasc,
Astra Zeneca's ulcer drug Prilosec and Eli
Lilly's antidepressant Prozac.

Prescription Drugs: Too Good To Be True?

26 (CBS) - Many patients may not be aware that there are prescription drugs
available for those who could not afford to pay for the high cost of
medications. And it is true, they are free. Julia Erwin cannot afford the
chemotherapy she needs in her battle against breast cancer. "It would have
been so expensive, I think for one month, $4000," says Erwin, a cancer
patient. That's exactly why she's getting her medication for FREE, thanks to the
aggressiveness of her doctor and his staff. "Free medications are readily
available and they should be used, because that's what they are there for,"
says Denise Seth-Hunter, doctor's office administrator. They are readily
available because of little-publicized assistance programs sponsored by the
pharmaceutical industry. This year alone, drug companies will give away almost a
billion dollars' worth of prescription drugs to two million Americans, patients
like Donna Betsch and her family. Betsch works two jobs, both without benefits
and makes about $30,000 a year. Her husband has been unemployed since January.
"You have to pay rent, you have to pay for food," says Betsch. "I
have two children, so right now to buy health insurance, it's astronomical. For
me, it's impossible." She and her daughter both need thyroid medicine.
Everyday her husband has to take blood pressure pills. And today she's applying
for free ulcer medication. A doctor can certify that it is a hardship for her to
pay for the medication, then, she will be given a three-month's supplies. To
qualify, applicants must show they have no insurance coverage for outpatient
prescription drugs; that their income must be low enough that paying for
medicine would pose a hardship; and that they do not qualify for Medicaid. In
some cases, households with incomes as high as $50,000 can receive free drugs.

What
a patient should do is get in touch with their individual doctor to be able to
determine whether they will be eligible for a specific program, for a specific
medicine. Patients must apply for the free medicines through their physician.
But some doctors say the process can be daunting. "A lot of the paperwork
is very complicated," says Dr. Kevin Maloney, a family physician.
"Some of the forms that the pharmaceutical companies require are a pain in
the neck to do." "You
should not be embarrassed or ashamed," says Denise Seth-Hunter, doctor's
office administrator. "You should seek what you can get for free, and it's
out there for anybody who wants it.
